Mihail Kogălniceanu commune is located in the central-northern part of Tulcea County. The direct road connection is made on the national road DN 22 Tulcea – Constanţa. Mihail Kogălniceanu commune is an area with high potential in the zootechnical sector, this activity being performed within the livestock farms, in the population households and in small family associations.

The administrative territory of Mihail Kogălniceanu commune comprises three localities: Mihail Kogălniceanu, Rândunica and Lăstuni.

Mihail Kogălniceanu commune is known, in particular, due to the discovery on this territory of the richest hoard of Tatar coins from Romania, fact that attests the economic and social importance of this territory. In the past it was called Enichioi, receiving its current name at the beginning of the twentieth century.

Mihail Kohalniceanu – is a rural settlement of large type which is located 20 km from Tulcea town, on DN 22.

Randunica – is located 7 km away from Mihail Kogalniceanu, on DC 10. Rândunica is a village in the central part of Tulcea county, in Nalbant Depression.

Lastuni – is located on DC 11, at a distance of 3 km from the commune residence. Lăstuni (Hadgilar) is a village in the central part of Tulcea County, in Nalbant Depression.

The land is located on the high plain of the plateau of the north of Dobrogea, having a relief of plateau (depression) and it is crossed from N to S by the river Telita, which flows into Babadag Lake. The flow rate of this river increases during large rains, but the specific drain is reduced, which shows that the entire area is deficient in terms of humidity.

It falls in the area of the continental steppe climate, with hilly character. The climate is mild in the winter, but during the summer the temperature reaches quite high values, characteristic to the hilly regions with temperate – continental climate, specific to the forested hills. The average annual temperature is of 11.1 ° C with the coldest month January – 0, 8°C, and the hottest July. The annual average of precipitations is of 750

mm.

The fauna is mostly made up of: rodents, birds characteristic to the steppe area, invertebrates.

Also, in terms of agriculture, Mihail Kogalniceanu commune has an agricultural area of 7561 ha, of which 6011 hectares represent the arable surface. In the structure of the cultivated surface and of the crop production, the largest share returns to the wheat crops and in the agricultural year 2007-2008 it was cultivated an important surface with rapeseed.
